What should a New Zealand gas fitting quote include?

Say whether the job is LPG or reticulated natural gas, because the cylinder bank, regulator and changeover gear on an LPG install are real costs that simply do not exist on a reticulated job. Who can legally do gas fitting work in New Zealand?
